 So, after playing for 2 years, and only occasionally trying to piece the story together, I gather thus: The Cult of Admonition (dreg enemies) was beginning to foment a full blown rebellion, and Lord Governor Margrave ordered 6th Moebian to travel to Tertium to assist in quellig it. The Moebian 6th betrayed the planet and joined the uprising, having already been turned during the previous campaign in Nox. They are the Scab enemies.
